When Azrael made a promise, he did everything in his power to keep it. And he had promised Svetlana that he would keep her safe, and if that meant being legally married to her, then he would do it.
That didn't mean he couldn't ask Michael to come along, a bastion of familiarity in the midst of everything he was going through. They were going to need a witness anyway, if the information he'd gotten was correct.
There was a small line when they arrived, so he sat on a bench to wait, fingers drumming on his thigh.
